Unclogging the Wheels of Judiciary


In a story carried in the Daily Nation on 18th November 2010 by Peter Leftie, an ultra-modern four-storey complex at Milimani will be ready in about six months. This is commendable. The installation of an electronic management centre for capturing court proceedings is also a big leap. However, the question is whether this is going to be replicated across the board to dilapidated courts outside Nairobi and its environs.

But perhaps what is important is the implementation of the Final Report of the Task Force on Judicial Reforms of July 2010 which gives comprehensive recommendations on what needs to be done to the Judiciary. From the Report, “the judiciary suffers from a chronic shortage of judicial officers and staff and currently the total number of vacant positions in the Judiciary stands at 1,456 against an establishment of 4,681”. The Executive needs to implement those recommendations in order to give the Judiciary the much-needed face-lift.
