Should election violence suspects who volunteer information to ICC be granted bail?

Article 66 of the Rome Statute provides for the presumption of innocence to suspects.Grant of bail is based on whether a suspect or an accused will appear in court if needed. Those who volunteer information exhibit willingness to co-operate with the court and therefore should be accorded "temporary release". If Article 67 provides for the rights of the accused, then "suspects" should not be denied them unless there are other extenuating factors to favour their refusal.
